I have another suggestion for you
As you may know, most countries tend to have this unoffical role of vCP, which means he speak in behalf of the president, and help the president, and come to decisions with the president.
However, all of this apply for the interactions outside of the game, I believe there is a place for a change in the game mechanics to implement a vice president role.
Add a political office of Vice President
While in office, you are able to do everything the president can do.
Attacks, Declaritons of war, etc...
This will help run the country alot better, as two people will have the abillity to run the country, also if the country is in war and in need of a very active CP, this can take a lot of the pressure as you will not have to be around 24/7 or wake in odd hours just to not lose the initiative.
Also if a CP have a busy time, and can be around as much as he would like, congress will not have to impeach him to have the country running, we can simply have the vice president to do all the work for him.
This is a very powerfull office so acquiring it should not be easy.
I have several ideas on how to give that office to someone:
#1 - Congress Approval
Add the abillity for CP to nominate a vCP, he can only nominate a fellow country man, or prehaps only a congress member of that country to be vCP.
Once the president have nominated someone for vice president, the congress will have to vote on this, only if the law have more than 66% of the votes the law will pass, and the person will become vice president.
If 66% votes is enough to impeach a president it should be enough to decide if someone should be equal in the power and abillities to the president.
However, since vCP is here to help the president, if the president find that the service of the vCP is no longer required he can kick him our of office at any given time without congress approval.
#2 - Package Deal
When you run to president you can also pick a vCP to come along with you, which means if you are elected person X will become your vCP.
This is will help make sure you are on same page and that the citizens that elected you are aware of that.

Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.
You can go bankrupt or become a rich man while playing the stock market.
The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
At the auction you can sell or buy your dream inventory.
