人民网成都11月15日电(记者 李平)近日，陕西省的“扔人执法”事件，再次将城管推向了舆论的风口浪尖。为什么城管总是成为舆论的“众矢之敌”，城管执法的背后到底存在怎样的问题和困惑？近日，人民网记者采访了四川省崇州市城管执法大队大队长杨曦，从他的身上，看到了城管的另一面。
忙碌的城管大队长：记者花5个小时才“堵”住他
“要见到城管执法队长很难，他这一刻在东街，下一刻也许就去了西街，因为他们随时都在路上。”在见到杨曦前，城管系统内的一名工作人员这样告诉记者。
初冬的蜀中大地，已有几分明显的寒意。11月12日一大早，记者驱车来到崇州市。在抵达约定地点前，记者拨通了崇州市城管执法队长杨曦的电话，被告知，他已经离开约定地点，正在另外一条街道巡逻。
当记者赶到杨曦所说的那条街道，街面上早已没有了他的影子。一位商家告诉记者，杨队长已经去怀远镇参加“心连心”活动了。记者于是马不停蹄的赶往怀远镇。
一到怀远镇，记者立即与杨曦联系，却得知他又去了一个村子。记者一路打听赶到村里，再次扑了个空，杨队长已经去镇上了。而等记者到了镇上，杨队长已经回到崇州市里。
就这样一路追赶，当天下午两点，记者终于在一条小街上“堵”住了杨队长。
城管大队长的尴尬：不敢买菜买水果 怕邻居怀疑是收缴的
“对不起了，记者同志，我们工作性质就是这样。”杨曦一边巡查，一边向记者解释。一路上，不时有商家和他打招呼：“杨队长，你又来了，辛苦了。”“最近生意怎么样，有什么困难吗？”杨曦像老朋友一样与商家们交流着。
“城管工作是个细活，最主要的就是要与商家沟通，做好宣传工作，让商家理解城市管理的重要性，自觉遵守城市管理规定。沟通、宣传多了，矛盾就少了，工作就好做了。”杨曦告诉记者，这就是城管执法工作的精髓。
杨曦，1977年出生于四川崇州一个农村家庭，幼年家庭十分贫困，靠自己努力拼搏，2005年进入崇州城管执法队，现为崇州市城管局党组成员、执法大队大队长。
“现在的城管执法环境很不好，只要工作出现一点纰漏，马上就成为众矢之的，因此这个执法工作更具挑战。”杨曦望着记者呵呵一笑，“记者同志，不怕你笑话，我现在一般不会到市场里买水果，更不会买菜。”
“以前我上街买菜买水果，一遇到熟人他们就会问我：杨曦你手上提的东西是不是收缴来的，你可以哦，蔬菜水果都有人送上门。”杨曦告诉记者，虽然熟人们只是开开玩笑，但周围不知情的人听到了，真以为他提的东西是收缴摊贩的，还有人在他背后指指点点，甚至破口大骂。“为了避嫌，现在家里买菜购物的任务都交给老婆了。”
杨曦告诉记者，他们遇到的情况远远不止这些。
“我们一名执法队员从来没有参加过孩子的家长会，也没有接送过孩子，甚至学校档案表上父亲工作单位那一栏他都不敢填。”杨曦说，这名城管执法队员之所以这样做，是怕孩子的同学知道后会取笑孩子。
城管队长为“情”所困：一边是困难群众 一边是工作职责
“其实我能理解他们的心情，很多小商小贩都是无业的困难群众，这个摊点或许就是养活他们全家的唯一希望。但是，从另外的层面来说，我们城管执法人员要维护城市的卫生环境，就不能让他们在交通要道、闹市里摆摊设点。他们的困难我能理解，但是我们的工作又必须要做。”杨曦说。
“特别让我难忘的是几年前的一次执法，一位大姐带着孩子在市中心的一条要道上摆摊，我穿着制服过去劝导。因为她是第一次出来摆摊，看我穿着制服，突然变得十分紧张，马上就准备下跪，我一个箭步冲上去扶住她，这时我看到她的小孩子站在旁边，显得十分惊恐和不安。”杨曦回忆着，眼睛突然湿润了，“我也是农民的儿子，我晓得，让她离开等于是在断她的活路。看到她的举动，我有些难过，特别是旁边那孩子，他才几岁，还不知道对错，我的处理方法，会直接影响到他以后对这个世界真善美的看法。”
“但是，作为城管执法人员，我的职责就是要保护城市秩序，保证城市环境干净整洁。所以，我还是耐心劝说了这位大姐，她最终推着车子离开了，从此再也没有来过这里摆摊。”
“这是基层城管执法人员面临的实际情况。”杨曦深深吸了口气，“我们怎么才能让社会、让群众正确的看待我们？我想，唯一的一条路就是低调、为老百姓做实事，用真心真情去文明执法，公开透明的执法。”
城管大队长的法宝：先规范自己 再规范街道
“习总书记说了，打铁还得自身硬，我们只有先把自己的队伍规范了，老百姓才能信任我们。”杨曦告诉记者，崇州市城管执法大队有14个执法中队，核定编制数为149人。“这149人都是经过千挑万选出来的，思想政治素质绝对过硬。队上不定期的要对他们进行培训，对受过委屈的队员及时进行心理疏通。”
“为了调动执法队员的工作积极性，大队每年要施行一次“沙场大点兵”，把全市所有的城管队员集中起来，重新分组。每个中队长重新挑人，积极上进的、工作能力强的肯定首先被挑走了，工作能力不强的、工作不努力的剩在最后，我们不用批评他，他自己知道自己落后了，就会努力。”杨曦告诉记者，这样的效果很不错，落后的执法队员很快都会迎头赶上。“我们的中队长也是一年一换，防止有的中队遇到老大难问题，一直解决不了，换了新的中队长就好解决了。”
“我们进行高峰错时巡逻，就是在上下班高峰时候，全部执法队员出动，在一些大的交通要道重点布控，防止摊贩乱摆摊位堵塞交通。”杨曦说，这种效果很不错，也得到了市民的理解。此外，他们还采取了24小时巡逻。
“我们执法主要以宣传和劝导为主，不信你可以查，我们整个崇州市每年开出的处罚不到10起。”杨曦呵呵一笑，拉着记者的手说：“记者同志，帮我们多宣传宣传，不是宣传我们的功劳，而是希望社会多理解我们，让我们的队员以后敢大大方方的上街买菜，敢在孩子的学籍表上填写家长工作职位。”

After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.

The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
