12月16日至18日，以“互联互通、共享共治，共建网络空间命运共同体”为主题的第二届世界互联网大会在浙江省乌镇举行。今天上午10时30分，第二届世界互联网大会在浙江乌镇开幕。我出席开幕式并发表主旨演讲。
我在演讲中首先说，尊敬的巴拉巴拉，欢迎各位嘉宾来到美丽的乌镇，共商世界互联网发展大计。然后回忆过去。 我说我曾经在浙江工作多年，多次来过乌镇，很喜欢这个地方。接下来显摆。第二次乌镇改造时，我在这里帮助他们策划，支持他们古建保护、旅游开发。今天再次来到这里，感到亲切熟悉，感到耳目一新，毕竟我多年没有来了，感觉对这里还是刮目相看了。
为何中国继上次举报世界互联网大会后再次举办？因为我们有钱。中国有一句俗话说得好，有钱能办世界大会。凡是世界性的大会，都可以到中国来举办。我们出钱买名誉，提高中国的知名度和国际威望。就好比企业花钱做广告，道理是一样的。自从我当上总书记开始全世界撒钱，中国的国际地位从九十多一下子上升到第二位。不信你们可以去街上打听。
今天我演讲的题目是，凡给钱之道，与时机偕行。这是什么意思呢，估计很多人弄不明白。那我就花点小时间帮你们整明白。
凡给钱之道的意思是，即便是送钱，你也必须有合理和适合方式方法，冒冒失失给钱而讲不出道理来，人家不会收。即使是收了，人家也不会说你好。
给钱也是需要智慧的。中国几千年来估计就出这么一个。中国的慈禧太后“赠友邦”说，和毛主席的支援世界革命，都是给钱的大师，是那方面的实践者开拓者和理论家。
与时机偕行的意思是，要看准时机。什么是好时机？就是我有钱而你正需要钱。人间若正处在不需要钱的历史阶段，还有我们自己正好没钱穷光蛋一个的时候，都不是送钱的好时机。
送钱的原则是，要雪中送炭，而不要锦上添花。今天的中国正处于钱多得无处花的历史时期，而外国刚巧陷于无钱困境里。就这样买卖做成了。有时候我主动送上门去，像是照顾孤寡老人。有时他们来取，好像中国北京就是他们的银行金库。
去年，首届世界互联网大会在这里举办，推动了网络创客、网上医院、智慧旅游这些新的业态快速发展，让这个粉墙黛瓦的千年古镇焕发出新的魅力。乌镇的网络化、智慧化，和世界大会期间暂时免于屏蔽化，是传统和现代、人文和科技融合发展的生动写照，是中国互联网创新发展的一个缩影，也生动体现了全球互联网共享发展的理念。
各位嘉宾、各位朋友！“凡给钱之道，与时机偕行。”
互联网虽然是无形的，但运用互联网的人们都是有形的，互联网是人类的共同家园。让这个家园更美丽、更干净、更安全，是国际社会的共同责任。这就是我国政府不让老百姓翻墙的基本理由。一旦开放，外国一些污七八糟的东西就会腐蚀我们的青少年，和青少年的父母们，会弄脏我们的美好心灵。
让我们携起手来，共同推动互联网空间互联互通、共享共治，为开创人类发展更加美好的未来助力！ 最后，预祝大会取得圆满成功！ 谢谢大家。

USA as a world power? In E-Sim it is possible!
In E-Sim we have a huge, living world, which is a mirror copy of the Earth. Well, maybe not completely mirrored, because the balance of power in this virtual world looks a bit different than in real life. In E-Sim, USA does not have to be a world superpower, It can be efficiently managed as a much smaller country that has entrepreneurial citizens that support it's foundation. Everything depends on the players themselves and how they decide to shape the political map of the game.
Work for the good of your country and see it rise to an empire.
Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.
You can go bankrupt or become a rich man while playing the stock market.
The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
At the auction you can sell or buy your dream inventory.
E-Sim is a unique browser game. It's creators ensured realistic representation of the mechanisms present in the real world and gave all power to the players who shape the image of the virtual Earth according to their own. So come and join them and help your country achieve its full potential.
