中国－海湾合作委员会（海合会）第三轮战略对话将于1月17日在北京举行。外交部长王毅将与海合会轮值主席国科威特第一副首相兼外交大臣萨巴赫·哈立德·哈马德·萨巴赫共同主持，海合会秘书长阿卜杜拉提夫·本·拉希德·扎耶尼、下任轮值主席国卡塔尔外交大臣助理穆罕默德·鲁梅黑以及其他海合会成员国外交部负责人或外长代表将出席。
问：日本外相岸田文雄14日在记者会上为日本首相安倍参拜靖国神社辩称，希有关国家勿将此理解为政治、外交问题，岸田回避记者有关日本是否发动侵略战争的提问，反复宣称安倍内阁继承迄今历届内阁在历史问题上的认识，从未否定过“河野谈话”和“村山谈话”。中方对此有何评论？
答：我们看到了日本外相14日记者会的有关内容，突出印象就是日本政府刻意回避军国主义侵略历史，对日本首相安倍参拜靖国神社给受害国人民造成的严重伤害视而不见，一味把“村山谈话”和“河野谈话”当作挡箭牌。必须指出，安倍的参拜行径本身就是不折不扣的政治、外交行动，安倍已经以其行动否定了“村山谈话”、“河野谈话”的精神，日方在历史问题上说一套做一套的虚伪手法欺骗不了国际社会。我们严肃敦促日方端正态度，承认错误，改弦更张，以实际行动取信于亚洲邻国和国际社会。
问：近日日本首相安倍晋三访问非洲期间，称中国对非援助仅仅是为获取非洲的市场和资源，并宣称日本对非外援与中国不同，为非洲创造了更多就业。中方对此有何评论？
答：这样的说法很不专业，也十分可笑。
长期以来，中国在南南合作框架下本着互帮互助的精神向非洲提供了无私援助，主要用于非洲经济社会发展和民生领域。中方为非洲援建了大量公路、铁路、电站等基础设施，改善了非洲投资环境。中国在非洲投资建立了汽车装配、家电制造、皮革加工等生产性项目，为非洲创造了大量就业，提高了非洲国家自我发展能力。中国向非洲派出了大量农业专家，援建了很多农业示范中心和农业技术推广站，提高了非洲国家农业生产水平，为非洲粮食安全作出了贡献。中方在非洲修建了大量医院、学校和体育场等设施，改善了当地百姓卫生、教育、文化生活条件。中国自1963年起向非洲48国派出医疗队员共计1.87万人次，诊治非洲患者2亿多人次。中方向非洲国家提供了大量政府奖学金名额，积极开展对非人力资源培训，提高了非洲人才素质。中国还积极参与非洲维和，现仍有1800多名维和人员在非洲执行任务。中国是安理会五常中向非洲派遣维和人员最多的国家，为非洲和平安全作出了重要贡献。
至于中国和非洲的能源资源合作，用非洲朋友的话说，中国通过公平的价格购买非洲原材料，提高了非洲资源的价值，帮助非洲获取了发展资金，提高了非洲自主发展能力和在国际市场上的议价能力。
从上述情况可以看到，中国对非援助与合作的确与日本不同。第一，我们对非援助、合作是全方位的，覆盖非洲所有国家，涵盖发展、民生、和平、安全所有领域。第二，我们不仅授人以鱼，而且授人以渔，既帮助改善非洲民生，更注重提高非洲自我发展能力。第三，中国是守信誉的国家。我们承诺了的事情一定会办到，一定会办好。日方称其援助帮助非洲增加了就业。我们想问的是，没有产业，何来就业？此外，日本首相此次访非承诺了大额援助，我们对这些援助的落实情况拭目以待。
问：据报道，美国国会13日公布的联邦政府2014财年综合拨款法案中未包含批准国际货币基金组织（IMF）2010年份额和治理改革的内容。中方对此是否表示关切？
答：国际货币基金组织份额调整是该组织做出的重大决定。有关组织成员应抓紧落实相关份额和治理改革方案，增加新兴市场和发展中国家在国际金融机构中的代表性和发言权。

In E-Sim we have a huge, living world, which is a mirror copy of the Earth. Well, maybe not completely mirrored, because the balance of power in this virtual world looks a bit different than in real life. In E-Sim, USA does not have to be a world superpower, It can be efficiently managed as a much smaller country that has entrepreneurial citizens that support it's foundation. Everything depends on the players themselves and how they decide to shape the political map of the game.
Work for the good of your country and see it rise to an empire.
Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.
You can go bankrupt or become a rich man while playing the stock market.
The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
