The fact that there will be two servers will actually make both have less players, and it will be less fun, and will actually end up destroying both. BUT, Admin needs to profit from somewhere, because no profit = no further developing the game.
So, here is my suggestion, instead of creating a Server 2 that is identical to this one, create a speed server with lots of things working different (and money buying!). Like a spin-off to the main server. This Speed server is not my idea, I heard it somewhere, but I think its really good...
Why do I call it a spin-off? Imagine this, people register in main server and from time to time they would see an alert in the main page: Come play in the Speed server! bla bla bla bla
This server would be "temporary", and you would enter using the same login (user).
People would actually enjoy playing the longstanding game, and play the fast-paced game sometimes...
Preparation - 3 Days (72 hours)
Day 1 - All people can start registering!
First 100 people of each country will win 10g. This way people will be able to companies through cooperating with each other.
Every person would start with 500 strenght and would receive +20 per train for as long as the server is open. Something like that would serve the economic skill (like starting with skill 5), so people can produce some weapons, food, gift in the first three days. Candidate for congress/president.
People will have the option to buy gold, and by so, having a faster advancement in the game.
Day 2 - Election for Congress!
Every country elects its congress. Or maybe congress could be removed, that would be fun too! Having a dictator rule in the times of The Great War.
Day 3 - Election for President!
Every country elects the president. Its important to have some module of government, since every hour counts!
Day 4 - The Great War begins!
Every country declare war automatically against its neighbours.
All battles would be shorter, having round with only 1 hour, so a battle would have minimum of 8 hours. A country could be conquered in 2 days. And days would last only 12 hours (fight/work/train twice a day!).
No RW would exist, this way, fighting will be even more emotional. If you get wiped, you disapear. One problem I see is, what to do with the people that have no country anymore...
After this, I don't know about how it would work... But it would be a hell of fun! It could end after 30 days, or it could end when a country completely conquers the world (this could take VERRRRRY LONG!)... And then wait 3/7 days and start all over again!
Other things that would need to be done:
-> Laws to pass fast.
-> Civil war remake.
-> XP, level and ranks.
-> New achievments!
-> Changes in the ref system, maybe complete removing it. Since people would join through the main server...
-> Disable CS change for multiple reasons.
-> Random resources for each country when the server restart.
-> Changing the productivity/raw for house/estate/ds/hospital (maybe even removing point limitation to ds/hospital? So we can have some epic battles?
)
-> Maybe less region per country?
-> This one people may not like it: Speed History to be shown at the main server profile. Like having what strenght/companies/gold/achievments/ranks and other stuff you got on Speed 1, Speed 2. This way people wouldn't forget what happened.
-> Also achievments like this: Most XP of the World/Most Damage... Your country won, other stuff.
One more reason to do this:Players are always complaning that they are not stronger as Day 1 player, this way you don't have to create a server per year (then six months, then every month...) just to keep everyone satisfied! Everyone will get their chance to be Day 1 on Speed servers.
I was looking for a better word to describe this, and someone commented "e-Sim (Speed) Tournament Edition", and I must say its perfect! It describes very well what I had in mind when making this articles
I know this is only a dream and its something that would take a long time for programimg, but it would be benefical to the future of the game.

USA as a world power? In E-Sim it is possible!
In E-Sim we have a huge, living world, which is a mirror copy of the Earth. Well, maybe not completely mirrored, because the balance of power in this virtual world looks a bit different than in real life. In E-Sim, USA does not have to be a world superpower, It can be efficiently managed as a much smaller country that has entrepreneurial citizens that support it's foundation. Everything depends on the players themselves and how they decide to shape the political map of the game.
Work for the good of your country and see it rise to an empire.
Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.
You can go bankrupt or become a rich man while playing the stock market.
The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
At the auction you can sell or buy your dream inventory.
E-Sim is a unique browser game. It's creators ensured realistic representation of the mechanisms present in the real world and gave all power to the players who shape the image of the virtual Earth according to their own. So come and join them and help your country achieve its full potential.
