Argentina, Indonesia, México y Rusia deberían abandonar el G20 (grupo de países ricos y emergentes) porque no cumplen con criterios económicos o con el respeto al Estado de Derecho, según un artículo publicado este jueves por dos expertos estadunidenses.

Malasia, Noruega, Singapur y Suiza deberían substituirlos en el seno del Grupo, cuyos líderes se reúnen este lunes y martes en el balneario mexicano de Los Cabos, a orillas del Pacífico.

Alex Brill, un miembro del liberal Instituto Empresarial estadunidense, y James K. Glassman, ex subsecretario de Estado y director ejecutivo del Instituto George W. Bush, fundado por el ex presidente estadunidense, reconocen que los actuales miembros del G20 no tienen interés alguno en abrir ese debate, pero sugieren que la membresía podría que ser replanteada cada cinco años.

"La legitimidad (del G20) empieza con quiénes están adentro y quiénes están fuera", explicó Glassman en conferencia teléfonica con periodistas.

El G20 fue creado hace 13 años como un mero foro de debate a la sombra del G7, pero las reglas para formar parte del foro nunca fueron claramente establecidas, recuerdan los expertos en su artículo.

Con el estallido de la crisis de 2008 el grupo asumió un inesperado liderazgo, reforzado además por el creciente peso económico de los emergentes que vieron en el G20 un foro en el que legitimar su mayor peso económico.

Publicado por la Unión de Contribuyentes estadunidenses, el informe propone cuatro criterios para fijar esa membresía.

La talla económica y el peso internacional de cada país, su respeto al Estado de Derecho y a la economía de mercado y la importancia de su sector financiero, deberían ser esos criterios, explican.

Tras aplicar patrones de organizaciones multilaterales e independientes, Estados Unidos aparece en primer lugar, con poco más de 95 puntos sobre 100 en este reporte.

El 'corte' se establecería debajo de Arabia Saudita, con 39.4 puntos.

Con 18.1 puntos, "hay pocas dudas de que Argentina queda fuera", aseveró Glassman.

El país sudamericano es miembro fundador del G20, pero dos años después, en 2001, tras un derrumbe económico, anunció la mayor moratoria unilateral de deuda en la Historia.

Los expertos aseguraron que ese tema, que provoca debate en círculos legislativos y políticos en Washington, no entró en sus parámetros para sacar a Argentina del G20.

México y Rusia serían dos países cuyos niveles de corrupción y opacidad deberían impedirles seguir estando en el grupo.

La opción de un "castigo" a esos países "nos parece un poco fuera de lugar. Cualquier país tiene el derecho a volver" al seno del grupo, añadió Brill.

"Estos cambios asumen que la Unión Europea seguiría siendo miembro del G20 aunque no sea una nación, aunque el número de naciones europeas en el G20 estaría limitado a cuatro, como sucede en la actualidad", añaden los expertos.

Los miembros actuales del G20 son Alemania, Argentina, Arabia Saudita, Australia, Brasil, Canadá, China, Corea del Sur, Estados Unidos, Francia, India, Indonesia, Italia, Japón, México, Reino Unido, Rusia, Sudáfrica, Turquía y la Unión Europea.

You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
