Narro Robles informó que en total, hay 106 millones de jóvenes de entre 15 y 25 años en Latinoamérica, por lo que hizo un enérgico llamado a los gobiernos para que inviertan en educación.
Luego de participar en la clausura del Encuentro las Universidades Latinoamericanas ante los Rankings Internacionales, Narro dijo que en el caso particular de México, donde hay 7.8 millones de ninis, no se ha podido concretar desde 2010 el aumento de recursos en educación media superior.
“Tenemos que pedir con más energía a los gobiernos de nuestros países, a mí me tocó ir a la reunión de secretarios en Argentina en diciembre de 2010, me tocó ver la reacción que se tuvo que no fue sino darle la bienvenida a la propuesta y ya. Lo que tenemos que hacer es darle programa a esto, y los rectores nos comprometimos a trabajar intensamente en esta dirección”, explicó.
En ese sentido, Narro adelantó que el lunes presentará una propuesta ante los candidatos a la Presidencia de la República para destinar mayor porcentaje del Producto Interno Bruto, “para poder duplicar el monto de estudiantes que tenemos en la educación superior en el país”.
Dijo que la cobertura de la UNAM ha crecido en más de 50 mil estudiantes en 20 años, “en 1999 teníamos 269 mil estudiantes y ahora tenemos más de 330 mil. Los ninis no son un problema de las universidades, nosotros hacemos todo lo que está en nuestro alcance”.
Rubén Hallú, rector de la Universidad de Buenos Aires, mostró su preocupación por el número de jóvenes que no estudian ni trabajan en Latinoamérica, pues la mayoría de estas personas son propensas a inclinarse hacia actividades ilegales.
“No hay que ser demasiado inteligentes para saber que estos jóvenes se dedicarán a estas actividades. Es un número potencial de jóvenes que significa delincuencia, drogas y narcotráfico”.
Hallú dijo que primero se debe solucionar el tema de cobertura educativa en la región y después enfocarse a los temas de ciencia y tecnología.

Activities in this game are divided into several modules. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.

The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.

The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
