五月间，美国参议院在审议TPA的过程中，有些TPP的细节开始出现在美国大眾传播媒体。随后澳洲媒体也从澳洲政府获得一些新资讯。最近WikiLeaks也开始洩漏消息。根据这些新消息，我对TPP有了较精确的了解，两个月前的看法已经不够全面，所以在此补述我的新发现。
首先TPP对美国来说，并不是一个传统上的自贸协议；也就是说，会员彼此间开放產品的市场，减低各项关税，和简化对商品的法规要求，固然是TPP谈判的一部分，却不是美国真正在意的重点方向。这是因為要藉TPP把这些国家从中国的贸易圈往美国的拉，效果先天上就不会很大。一方面TPP的创始会员大部分是小国，除了美、加、日之外不是无足轻重就是已经和中共签过自贸协定。另一方面，中美两方的贸易项目并不是针锋相对的竞争，TPP成员国和美国的贸易增加并没有很大的替代对中贸易的作用。再加上中国的经济总量和贸易额都已超过美国，在签署自贸协定上面比美国的吸引力还大，长期来说，美国不可能赢得这场拔河比赛。
那麼欧巴马和他背后的金主急著推动TPP的用意何在呢？其实欧巴马自己已经公开说了很多次了，就是要订立新规则。GATT自1994年完成Uruguay Round的谈判后，在1995年升级為WTO，此后美国却因自己佔世界贸易的比率下降而失去对自由贸易的热情，因而WTO在过去20年来除了一个象徵性的程序协议之外，什麼也没做成。换句话说，目前世界经贸的游戏规则，完全停留在21年前定下的GATT条文。而21年前的美国，根本不能想像中国会藉著加入WTO而从体制内快速崛起，所以也就没有留下足够的损人利己的条文。现在不但是中国，其他的开发中国家也在WTO这样的全球论坛上有了更大的发言权，美国要回头在WTO谈出只有利於自己的新规则是绝不可能的了，於是必须另谋出路。
TPP就是这个新出路。美国拉了自己的经济附庸（即加拿大和智利；智利的经济精英都是由CIA送到Chicago University洗脑过的，所以是世界上唯一一个比美国还要自由放任的经济体，不过他靠著有佔全球1/3產能的铜矿，近年来倒还有不错的成长，只是贫富不均的问题也是世界已开发国家中的第一）和政治附庸（即日本和澳洲；澳洲首相Tony Abbott是澳版的小布希，头脑简单，只有喝啤酒廝混最在行，还好澳洲没有穷兵黷武的危险）来建立一个新的自贸圈子，倒还是其次，真正的目的是要用TPP来取代GATT版的国际贸易规则。
那麼TPP的新贸易规则是什麼呢？基本上中美的国情有什麼不同，TPP就定义美国版是合法的而中国版是非法的。例如国营企业，绝对非法；政府补助，美国式的合法，中国式的非法；贸易障碍，美国做的合法，中国做的非法。反正美国有全球50%的律师，生產能力比不过别人，抠字眼的本领却绝对是举世无双的。此外美国当然也希望专利和版权无限膨胀，别说中国的工业技术还不在第一梯队，就算產业升级成功了，专利和版权最后还是律师说了算，而诉讼正是现代美国的核心竞争力所在。
不过TPP的新规则中最可怕也是最离谱的，还得算是仲裁条文，也就是跨国公司可以凭藉仲裁而强迫TPP成员国政府改变法令并且赔偿商业界的损失。其实这有先例，澳洲前几年要求香烟製造商在包装上印警告之后，美国的Philip Morris就利用澳洲和香港的自贸协定中的仲裁条文，一状告上仲裁会，到现在还没完没了。这种剥夺国家主权，把以谋利為唯一目的的跨国公司（而且只有跨国公司；个人、团体、地方政府都没有资格）提升到等同国家地位的离谱条例，澳洲已经吃过亏了，Abbott的政府居然还有兴趣签更强更广泛的版本，真的又是一个现代西方民主制度失灵的典型。
所以美国或许会在与日本和澳洲讨价还价的过程中，对若干进出口產品展现一些弹性，但是真正吃人的，其实是在这些新“国际法”条令上。我想像韩国这样的精明国家就会因此而对TPP敬而远之（上次美国人不肯让韩国人上谈判桌，应该就是怕他们的异议提醒了日本和澳洲政府），而台湾这次没能赶上TPP的巴士，反而是运气了。只希望下一任的总统不会因為急著讨好美国而签下卖身契，否则美国又有疯牛病时，台湾连拒绝进口牛肉的自由都没有。至於中共，也没什麼好担心的；TPP的规则如此离谱，那麼絶大多数的开发中国家必然会避之唯恐不及。中国在拉美，亜洲和非洲的生意方兴未艾，金砖联盟在此事上面也会有志一同，所以没什麼好怕的。欧巴马所谓的中国也想加入TPP的说法，只是把中方礼貌性、探试性的查询夸大来哄骗日澳的手段，不足採信。倒是TTIP有可能影响欧洲的经贸规则，而欧洲是中国外贸的第一大市场，“一带一路”的终点，所以TTIP才值得中方特别警惕。
下面有条评论是：现在中国是不怕你不公平，就怕你不玩。
美国根本就没有信心和中国竞争，哪怕是TPP这种不公正的规则下都没信心竞争，根本不带中国玩。

In E-Sim we have a huge, living world, which is a mirror copy of the Earth. Well, maybe not completely mirrored, because the balance of power in this virtual world looks a bit different than in real life. In E-Sim, USA does not have to be a world superpower, It can be efficiently managed as a much smaller country that has entrepreneurial citizens that support it's foundation. Everything depends on the players themselves and how they decide to shape the political map of the game.
Work for the good of your country and see it rise to an empire.
Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.
You can go bankrupt or become a rich man while playing the stock market.
The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
