What should Canada do?

As we know, this game is becoming pretty boring. The same old USA - Canada battle has been going on for 2 years now. I have proposed to USA an alliance in the hopes that we can do something interesting for once. However, as expected they would like to hold CEC and give us 40% of all revenues as it would open up more potential for them.

The other issue that this creates is that CEC will become a constant drain for our potential alliance. So, the question is:

Should we accept this offer from USA?

If we don't, we would of course most likely just keep on going on with the same old crap that's been happening.
