路透社7日报道，墨西哥政府称，在取消招标后将根据法律补偿中国铁建。预计高铁重新招标将在11月末开始。高铁新的招标将持续更长时间，以便所有感兴趣的公司都能够参与进来。中国铁路建设集团能够参与该国新的高铁招标。
此前法新社报道称，墨西哥政府7日决定撤销授予中国企业的37亿美元高铁大单。消息公布后，昨日沪深股市高铁基建板块大跌。
墨西哥交通部长Gerardo Ruiz Esparza告诉Televisa network称，墨西哥总统Enrique Pena Nieto撤消了中铁建财团11月3日的中标结果，并决定重启投标程序。
墨西哥交通部称，取消中标是为“避免对投标过程的透明度和合法性出现任何质疑”，因为只有一家公司竞标。
但是中铁建今日晚间称，到目前为止并没有收到高铁项目中标被取消的官方通知。
墨西哥总统Pena Nieto将在三天后出席北京APEC会议，并对中国展开为期两天的访问。
墨西哥取消合同消息后，铁路基建板块大跌。中铁建A股股价大跌5.5%，港股大跌5.2%。
此 前，中国铁建牵头的中国财团作为唯一投标方，中标墨西哥高铁建设工程项目，成为中国公司首个基建与装备联合出海的铁路项目。
该高铁项目计划全长210公里，将连接首都墨西哥城和克雷塔罗，最高时速达到300公里，墨西哥政府希望每天客流量达到2.3万人。
墨西哥政府周一表示，该项目总成本为508.2亿比索(37.4亿美元)，包括建设成本和6.6亿美元的五年运营成本，该项目85%的长期融资来自中国进出口银行。墨西哥政府称签订合同后，这一数字将会根据通胀率、汇率和其他可变因素进行调整。
在中铁建本周中标之前，有十几家公司对墨西哥高铁项目感兴趣，最后只有中铁建在截至日期前提交标书。
路透曾援引西门子公司铁路业务负责人报道称，该公司以及同样对这一项目感兴趣的加拿大庞巴迪公司和法国阿尔斯通公司曾要求墨西哥政府给它们更多时间准备竞标， 但被墨西哥交通部所拒绝。
在周一中铁建中标后， 墨西哥交通部长Ruiz Esparza表示，只有一家公司投标高铁项目“并非不正常”，因为从全球看一般这类项目平均只有两家公司投标。
彭博新闻社此前报道称，墨西哥反对党National Action Party指责说，只有中国铁建所牵头财团参与的这次竞标最终确定的项目建造价格太高，并且墨西哥政府没有给予其他有兴趣竞标的公司足够的准备时间。 但墨西哥通信与交通部部长 Gerardo Ruiz Esparza称，最终核定的建设成本要低于政府最初定下的预算，而且墨西哥政府去年11月就通知有兴趣竞标这一高铁项目的公司进行准备了。
据华尔街见闻网此前报道，即使拿下了墨西哥高铁项目，中国铁建也面临很大的财务风险。2009年，中铁建承建了沙特的轻轨，因工期延误亏损了41.53亿元。
如果说工期是发包方出的难题，价格战就是中国铁路公司自己选择挤的“独木桥”。低价是中国铁路企业海外拓展贯用的“必杀技”。中国最大的铁道设备制造商之一北车能拿到波士顿地铁项目，也沿用了这一绝招：北车报出了超低价，比竞争对手庞巴迪的出价低一半。
之所以主打价格牌，是因为中国的确有成本优势。据世界银行的报告，要建设时速350公里的高铁，中国的成本在1700万至2100万美元，欧洲要花2500万至3900万美元，而美国加州要高达5600万美元。

Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.

The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
