在撤销通告中墨方承认招标程序满足时间和法律要求，既然没问题，墨西哥总统干嘛要宣布撤销招标？今天《人民日报》海外版旗下微信公众号端“侠客岛”发文，剖析墨西哥高铁事件称“事情比想象的复杂。”“在公众质疑、后院起火和民族情绪等多方面因素发酵下，中铁建躺了枪。”

高铁招标黄了，事情比你想象的复杂
5天前，当墨西哥交通部宣布中国铁建联合体中标高铁项目时，一位常驻墨西哥多年的中国媒体同行曾对岛君说：“但愿能一切顺利吧，虽然这在墨西哥几乎是不可能的事情，一定会出各种幺蛾子。”
在上一篇文章中（央媒解局：墨西哥为何突然撕毁中国高铁合同），岛君痛陈中国企业走出去遭遇的各种委屈，但就离谱程度而言，还没有比得上这回的。就连前述这位媒体朋友都没想到，幺蛾子会来的这么早，这么大。
首先说，这事搞到今天这地步，着实严重伤害了中国铁建等企业的感情。要说为了这西半球首个高铁项目，咱也是出了大力的。
中铁建的负责人曾经跟岛君介绍，由于墨方给的招标时间非常紧迫，只有两个月时间。中铁建组成了400人的标书制作团队，一天24小时连轴转才赶出了标书，在墨西哥城的前方团队，经常就睡在办公室的地上。最后拿出来的标书装了8个箱子，总重2.1吨。墨方非常满意，给打了94.4分（满分100）的高分。
而其他诸如阿尔斯通、西门子等国外企业，都因为时间太紧放弃了竞标，这才使得中铁建成为唯一的竞标商。就连墨西哥交通部的撤销公告也承认，招标程序满足时间和法律要求。
那么问题来了，既然没问题，墨西哥总统干嘛要宣布撤销招标？下礼拜就要来中国参加APEC并进行进行国事访问了，这么做……呵呵，且听慢慢道来。
墨方在公告里解释称，政府希望可以获得一个完全没有任何社会和议院质疑的招标结果。显然，“所谓满足时间和法律要求”，并没有平息墨国内的质疑声音。
事实上，从先前招标开始，反对党和墨西哥媒体就盯住此事不放。质疑点主要集中在招标时间和企业资质——倒不是中铁建的资质，而是中铁建的墨西哥合作方。反对党和媒体质疑这些企业和执政党关系密切。尽管这些企业都是当地知名企业，在野党在台上时也无数次中标国内项目，不过人在野了就忘了这事了。
更大的压力，也许不在高铁，而是来自最近震惊世界的“伊瓜拉事件”：43名学生集体失踪，民间普遍认为是当地警方和黑社会勾结所为，此事已经持续发酵一个多月，执政党仍然没有给公众一个令人信服的答案。抗议的声浪遍布全国，培尼亚·涅托所在的革命制度党面临空前的执政压力。此刻如果高铁再引发质疑，无疑是火上浇油。
但是呢，建高铁又是总统大选时承诺的，也不能不兑现。岛君常年跑铁路口的同事分析：总统承诺2018年高铁要通车，按墨西哥的财政立项，只有今年授标，才有可能明年立项。而西门子他们都要求延期6个月，他不能直接延期，这样18年通不了就算他失信。所以就先授标，再说议会或公众反对，他自己就没责任了。虽然是一家之言，但得到了驻墨媒体同行一致认可。
同时，由于中国和墨西哥产业结构相似，经济互补性差，在国际贸易上经常短兵相接，受媒体影响，墨西哥民众对中国的印象大都来自负面新闻。于是，当一个中国企业成为该国重大工程的唯一竞争者时，民间情绪如何可想而知。
这不，墨西哥前驻华大使瓜哈尔多在推特上发了一串文：
“总统访华前取消中国合同传递出强烈的信号：我们不是向中国求恩惠。”
“中国国企习惯于按照他们的意愿在非洲、委内瑞拉和其他发展中国家做他们想做的事儿。墨西哥是例外。”
“墨西哥有本地工业，进入国际金融市场的便利，自由媒体和不亲华的选民。”
“中国公司在墨西哥做生意的最大挑战是要认识到我们不是委内瑞拉、厄瓜多尔、玻利维亚，甚至巴西。”
这位大使的话，尽管听起来不太友好，但态度能代表相当一部分墨西哥人的看法。
于是，在公众质疑、后院起火和民族情绪等多方面因素发酵下，中铁建躺了枪。
现在想来，虽然有些因素不可预见，但气愤之余也要痛定思痛。
尽管国外有投资需求，我们有投资实力。但跨洋过海，人生地不熟，是中企失败案例的关键原因。此次墨西哥高铁项目，尽管已经找了当地合作伙伴，将相关法律和沟通工作交由墨方代理。但从结果看，仅搞通业务领域还不行。摸清当地情况，不仅在于业务领域，还包括政情社情。搞合作，有需求的对接，而没有心理和文化对接，终究还是拉郎配，入眼不入心。
用一位拉美学者的话说：“中国很多海外投资，操作模式如在国内，那是做工程模式，不是投资模式。”在这方面，中国还有中国的企业，都还有很长的路要走。
但不管怎么说，从过去出口袜子衬衣电饭锅，换回国外淘汰多年的生产线，到如今把土建工程交给外国人，自己专注铁轨以上的高科技。中国制造走出去，特别是高铁走出去，代表的是中国高端装备制造业的进步，不仅是国家名片，更带动国内相关产业和就业，对这种既有面子又由里子的事情，非但不应苛责嘲讽，而应大力支持才对。俗话说，万事开头难，先别急着否定或是灰心，回头谁笑到最后还不一定呢。(文/切格瓦斯)

Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.
You can go bankrupt or become a rich man while playing the stock market.
The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
