大家壕，我是大家熟知的好人
153728 ，由于重置后我发动政变成功，目前兼任了ECPC 党魁、EPLA 军团长、ECPC 革委会委员长、ECPC 军委主席、ECPC 武装力量SC、ECPC 财政部长、ECPC 装备部长职位，整个ECPC /EPLA 都笼罩在我的毒菜统治之下，故此次白皮书将比前两次更为详细，不仅限于经济和装备工作。
嘛，由于我比较懒，对ECPC 历史情况、管理体制等事项请移步2013年度经济发展白皮书 查阅，此处不再赘述。
首先对基础情况做一下说明。ECPC 在reset后并未蛰伏，因为reset把大家拉到了同一起跑线，故以前因为入坑较晚造成的些许“不公平”基本消失了，共产者们大呼“无产阶级的春天来了”，所以大家决定政治上做到“有所作为”，经济上继续“存钱买飞机”，军事上做到“首战用我，用我必胜”。
党派情况：
以超百人的规模荣膺EC第一大党（详情 ），严格审查提名议员，党内议员从未放入一名歪果仁，也从未有一名歪果仁在党内获准参选议员。
政治情况：

Bernka 为主，参与EC的政治活动，主要是与国内军团联(gao)谊(ji)以及对外外交谈(keng)判(ren)。国内方面， Bernka 几乎NTR了韩木，但由于党中央对个人感情事宜不便干涉，只能对 Bernka 、西瓜、安妮、人渣诚以及一众基佬的地上的、地下的恋情表示强势围观。国外方面， Bernka 主持了著名的伊朗和谈（4000Gold 赔偿金）和刚刚结束的印尼和谈（1000Gold 赔偿金），党中央表示谈的好谈的妙贝贝谈得呱呱叫，并授予 Bernka “永远的尤里”荣誉称号。
经济情况：
目前我党拥有党属工厂38个，其中Q5工厂22个，Q3工厂2个，Q1工厂15个，全部按照规划运转中，总价值约9000Gold 。
日产值由于ES变化较快，此次不做统计。
新增装备拨款约2000Gold 。

目前党内直辖4个军团，分别为：

Thailand Communist Guerrillas ——泰共游击队（精英）
装甲旅，快速突击力量。
China Armed Police Force ——中国武装警察部队（高级）
民兵团。
reset后的EC第一战，是对日（黑水）作战，由于蘑菇大蒂实力过低，且各种被卖，简直就是蘑菇の捆绑调教.avi，so这里不多说。第二战对印尼作战第一天，PLA首次作为主力进攻军团登场，当日打出了全服第一输出（详情请见HAIL Peoples Liberation Army ），在其他军团的配合下击溃印尼联合作战部队于苏门答腊（战场 ），达成了“首战用我，用我必胜的”军事目标。在第三日印尼的反扑中由于印尼买伤，造成了白天场3:2落后的逆风局，PLA再度投入战场，强力压秒配合各军团再次拿下苏门答腊。此次作战PLA以高压秒，低浪费再次彰显了强大的动员能力和压秒素质，可以说，除了物资储备外，PLA已与老军团毫无差异（国防部统计 ）。

About the game:
USA as a world power? In E-Sim it is possible!
In E-Sim we have a huge, living world, which is a mirror copy of the Earth. Well, maybe not completely mirrored, because the balance of power in this virtual world looks a bit different than in real life. In E-Sim, USA does not have to be a world superpower, It can be efficiently managed as a much smaller country that has entrepreneurial citizens that support it's foundation. Everything depends on the players themselves and how they decide to shape the political map of the game.
Work for the good of your country and see it rise to an empire.
Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.
You can go bankrupt or become a rich man while playing the stock market.
The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
At the auction you can sell or buy your dream inventory.
E-Sim is a unique browser game. It's creators ensured realistic representation of the mechanisms present in the real world and gave all power to the players who shape the image of the virtual Earth according to their own. So come and join them and help your country achieve its full potential.
