民族问题和边疆问题是我国当前政治热点之一。自称“毒药猫”的台湾史语所研究院王明珂,多年来运用人类学、社会学、历史学等多个学科的研究方法,对民族史和边疆史有极其深入地研究,尤其是在身份认同的问题上,其撰著的《华夏边缘:历史记忆与族群认同》一书更是揭示了华夏边缘族群的形成和变迁。本期摘引王明珂《解决新疆问题的关键不在民族政策》的采访文内容,将与中国民族问题相关的观点汇集如下,供大家参考。

* 关于中国人的概念:要回答什么是中国人,首先要明白“中国”的概念是什么。在不同时代,“中国人”这三个字所代表的意义是不一样的。据我了解,在汉代,“中国人”指的是中原人,譬如南越人会称从中原来的人为“中国人”。以我在《华夏边缘》这本书中提出的观点来看,“中国人”是一个相对的概念,有边缘才有中间,既然有住在中间的人,就必然会有在四边的人。多年前我在四川黑水地区做调查。黑水是一个非常小的地方,有一条叫小黑水的沟,那里的人从前被认为是非常野蛮的“猼猓子”。在乌木树村,有位老人告诉我,乌木树人就是中间的人,他们左边也没有人,右边也没有人。我当时心想,这不就是“中国”的概念吗?其实“中国”概念是很普遍的,实际上就是族群中心主义,我们是住在中间的人,旁边那些都被认为是比较原始、低劣的族群。但随着中原之人与其边缘人群的接触,“中国人”的概念也一直在改变。华夏边缘的理论就是﹐要了解 “华夏” 我们可以从了解华夏心目中 “哪些人不是华夏” 来入手﹔“华夏边缘” 与 “华夏” 是相对存在的,两者必须合在一起来思考,我们才能理解由过去的华夏与华夏边缘﹐到今日汉族与少数民族的历史变迁及其意义。


* 关于炎黄子孙的概念:其实在汉代﹐华夏刚形成的时候,炎帝的地位并不是那么高,贵冑家族都自称是黄帝子孙,很少有人愿意称自己是炎帝子孙。到魏晋南北朝时期发生了变化,北朝的鲜卑贵族,他们深受中原文化影响﹐但在祖先源流上不愿攀附黄帝,而攀附黄帝的对手炎帝,自称为炎帝子孙。


* 关于民族和民族国家的概念民族是人类族群的一种﹐人类的族群现象非常早就出现了。族群是一些人靠着共同的祖先血缘记忆来凝聚,以此来维护及扩张共同利益,并排除他者。然而﹐为了维护及扩张共同利益﹐光有族群情感是不够的﹐因此一族群经常有其附身其中的政治社会组织﹐以遂行其目的。拿形成于春秋战国的古代华夏来说,即使他们有共同利益关系,有共同的血缘记忆,但仍然需要一个政治社会结构来实现其目的。这就是为何在春秋战国后﹐有秦汉帝国的出现﹔秦汉帝国是遂行华夏维护及扩张其利益的政治体。春秋战国时的华夏不是没有这样的组织,当时是 “会盟”﹐ 但诸国间的 “会盟” 只是一个很松散的政治结构﹐那只是个过渡,最终还是要走向一个比较完整的组织。因此秦汉帝国便是一个族群认同和一个政治组织结合的产物。现代民族国家也是一样,一个民族认同和一个国家组织结合在一起。民族国家并不十分新颖﹔在中国﹐它 “新” 的一面是﹐民族成员指的是民族群体中的每一个人﹐但古代华夏指的只是统治阶层。


* 关于边疆和边疆问题:所谓中国“边疆”是多元的,有许多性质不同的边疆,这就是前面提及的人类生态,各地都有基于其环境﹑经济生业与族群的特殊人类生态。许多地方“民族”成为问题,以人类生态来说,常因为本地环境﹑经济生业﹑人口数量造成人们生活资源不足,因而人们以“民族”来争夺或垄断资源。还有就是,在新疆,以及世界上与之类似的其它地区,有许多因民族与宗教信仰紧密结合而产生的问题。伊斯兰教中的“纯净主义”,让人们追求精神﹑生活﹑道德与宗教仪式等各个方面的纯然洁净,这是十分崇高的宗教理想与文化极致表现。但有时,在生活资源极端不足的情况下,“纯净主义”很容易造成族群认同上的排他主义;被视为异类的不只是教外与他族之人,也可能是本民族内其他教派人群。无论如何,资源匮乏或分配不公是让许多问题激化的一大原因。


* 关于少数民族优惠政策即使不涉及汉族中心主义,对少数民族的经济援助,无论如何都会强化 “援助者” 与 “被援助者” 间的政治社会地位高下差距。再说,被援助的是 “少数民族”,因各民族自治区内的宗教﹑社会﹑族群与相关政治风气,让援助资源的分配常受到扭曲﹑滥用,无法让一般民众受惠而心服﹑满意。我过去在田野中常听到人们抱怨,有些地方领导在各项工程及地方经费补助上偏袒自己的乡亲﹑家支及教派,这是各该民族文化中重血缘﹑地缘与宗教的反映。我对此的建议,一是,应被补助的是穷困地区及当地之公民,而非民族及其成员。如此,其精神为区域性资源平衡,援助资源分配的公平性也容易掌握。其二,由经济开发与消费来逐渐消弥区域间的经济差距。譬如,国家补助供应全国低收入家庭儿童的牛奶与乳制品,如此可以刺激及鼓励边疆牧区的乳业发展,增进牧民收益。如此核心与边疆地区可渐由补助﹑被补助关系,成为互惠﹑互依之关系。


* 关于民族认同:在概念及民族现实上,“民族” 是同质的,民族政策施于各地﹑各民族的弹性有限,因此难以照应各地人类生态的差异。再说,“民族” 是人类族群认同的一种形式,与所有族群认同一样,它蕴含 “民族情感” 与 “经济现实” 两种内容。不幸的是,人们常因 “民族情感”,或因民族情感被有权势的人利用,而忽略自身的现实利益。人们在经济﹑社会上的挫折,常来自于掌握资本与利润的有钱人﹑掌握神权的宗教上层﹑大男人主义者﹑城市中掌握政治权力者,但人们常在民族情感下将这些挫折与不满发泄到 “外族人” 身上。因此,更精进的 “民族政策” 只是更强化人们的 “民族” 认同,无助于让人们认识社会现实,也因此无法让人们克服自身的失败与挫折……强化一个人(无论是维族人﹑哈萨克人或汉族人)的中国认同,让人以身为 “中国人” 为荣,不能靠着强调 “过去” 之历史文化教育,而更应依赖 “现在﹑现实”――让人们可体验到的,公正的司法﹑平等的经济机会﹑自由但有序的社会﹑个人可经努力而向上流动的社会体制﹑完整的社会安全与救济制度,等等。所有这些都不全靠国家来规划﹑执行,而是靠着许多有良好公民素养的个人在社会生活中的实践与努力争取。让每个 “个人”,国家公民,都能体会到这是一个公平﹑公正且充满机会的社会后,那么个人便会走入各种社会群体中(如公司﹑民间社团﹑职业群体﹑政党﹑老人与妇女会等等)找到自己的归属﹑利益与兴趣,而非一昧的在 “民族” 中找寻温暖。

In E-Sim we have a huge, living world, which is a mirror copy of the Earth. Well, maybe not completely mirrored, because the balance of power in this virtual world looks a bit different than in real life. In E-Sim, USA does not have to be a world superpower, It can be efficiently managed as a much smaller country that has entrepreneurial citizens that support it's foundation. Everything depends on the players themselves and how they decide to shape the political map of the game.

Work for the good of your country and see it rise to an empire.

Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.

Become an influential politician.

The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.


You can go bankrupt or become a rich man while playing the stock market.

The international war.

The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
