Hal itu disampaikan Menteri Koordinator Bidang Perekonomian Hatta Rajasa di kantornya, Jumat (11/4). Meski realisasi konsumsi premium dan solar pada triwulan I lalu bisa dihemat 23 persen, akan tetapi beban keuangan pemerintah tetap tinggi akibat pelemahan nilai tukar.
Batas aman mempertahankan harga jual BBM saat ini, kata Hatta, adalah saat defisit APBN sudah melampaui 3 persen. "Memang kita bisa mengendalikan konsumsi, tapi dampak kurs ada pengaruhnya. Jadi, kita tidak mungkin tidak mengambil kebijakan, manakala defisitnya sudah melebihi tiga persen," ujarnya.
Kemenko Perekonomian mengatakan pengolahan bermacam skenario untuk mengatasi persoalan subsidi energi digodok oleh Badan Kebijakan Fiskal Kementerian Keuangan. Opsi yang ada tak sekadar menaikkan harga jual, tapi juga ada penerapan subsidi tetap.
Akan tetapi, semua jenis kebijakan yang berkaitan dengan subsidi itu tak bisa diputuskan sepihak oleh pemerintah. Hatta menegaskan DPR akan selalu dilibatkan, seandainya tahun ini memang akan ada rencana mengubah besaran subsidi bahan bakar.
"Tentu bersama DPR. Saya tidak bisa serta merta menaikkan harga. Yang jelas pemerintah berusaha menjaga defisitnya tidak melampaui 3 persen, kalau terjadi sesuatu, ya kita lakukan sesuatu, semua opsi kita exercise," ungkapnya.
Sedangkan secara pribadi, Hatta punya beberapa kriteria tambahan bila memang tidak ada pilihan menaikkan harga jual BBM bersubsidi. Pemerintah sebelumnya harus sudah memiliki kajian mengenai potensi dampak negatif kebijakan itu, terutama kepada masyarakat miskin. Langkah tidak populis itu juga tak boleh menimbulkan konflik di masyarakat.
"Semuanya perlu dipelajari, termasuk dampak sosialnya kepada masyarakat, dan bagaimana ini bisa diimplementasikan," kata Hatta.
Sebelumnya, Kementerian Keuangan memberi sinyal bersiap kembali menerima penaikan harga BBM subsidi dalam waktu dekat. Kemungkinan itu dipertimbangkan pemerintah untuk menekan lonjakan anggaran subsidi BBM dalam APBN.
"Yang bisa saya bilang, kemungkinan harga BBM akan dinaikkan jangan di-rule out (singkirkan)," kata Menteri Keuangan Chatib Basri, awal pekan ini.
Bank Indonesia pun meminta pemerintah jangan ragu untuk menaikkan harga BBM subsidi. Jika diantisipasi dengan baik, ekses penaikan harga BBM subsidi terhadap ekonomi masyarakat bisa diminimalisasi.
Ketika harga BBM subsidi dinaikkan Maret lalu, inflasi 2013 diprediksi di atas sembilan persen. Namun, faktanya pemerintah dan bank sentral mampu mencegah dampak lanjutan dari kebijakan nonpopulis tersebut, sehingga realisasi inflasi tahun lalu hanya 8,36 persen.
"Berkat koordinasi yang baik dan upaya antisipasi," ujar Direktur Departemen Kebijakan Ekonomi dan Moneter BI Solikin M. Juhro.
Data pertamina menyebutkan, hingga 31 Maret lalu, realisasi penyaluran solar sebesar 3,85 juta kiloliter atau 27,2 persen dari kuota tahun ini sebesar 14,14 juta kiloliter. Realisasi tersebut meningkat 3,9 persen ketimbang periode sama tahun lalu yang hanya 3,7 juta kiloliter.
Sementara, realisasi konsumsi premium kuartal I/2014 mencapai 7,1 juta kiloliter atau 22 persen dari kuota tahun ini 32,32 juta kiloliter. Realisasi itu meningkat 1,63 persen atau 120 ribu kiloliter ketimbang periode sama tahun lalu yang hanya 6,98 juta kiloliter.

You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
