十八届三中全会勾勒改革新蓝图
十八届三中全会于2013年11月9日至12日在北京举行。为期4天的全会听取讨论了习近平受中央政治局委托作的工作报告，审议通过了《中共中央关于全面深化改革若干重大问题的决定》。
此次会议是在中国面临经济增速放缓、利益藩篱日趋固化、各项改革进入深水区的一次“关键性会议”。会议就全面深化改革作出了全面和系统性的部署，为中国进一步推进改革勾勒了蓝图。
会议强调“加强顶层设计和摸着石头过河相结合”，不仅明确了全面深化改革的总目标—“完善和发展中国特色社会主义制度，推进国家治理体系和治理能力现代化”，还指出了全面深化改革的重点—“紧紧围绕使市场在资源配置中起决定性作用深化经济体制改革”，同时也明确了全面深化改革的阶段性目标—“到2020年在重要领域和关键环节改革上取得决定性成果，形成系统完备、科学规范、运行有效的制度体系，使各方面制度更加成熟更加定型。”
会议围绕着“加快发展社会主义市场经济、民主政治、先进文化、和谐社会、生态文明”等方面，提出了下一轮改革的诸多亮点和创新措施—成立全面深化改革领导小组、设立国家安全委员会、使市场在资源配置中起决定性作用、形成合理有序收入分配格局、建立现代财政制度、建设法治政府和服务型政府、形成新型工农城乡关系、赋予农民更多财产权利、用制度保护生态环境……
“十八届三中全会从全局勾勒了中国全面深化改革的总路线图，会议描绘的改革蓝图非常注重系统性、整体性、协同性，具有里程碑意义。”中国人民大学财政金融学院副院长赵锡军在接受中新网记者采访时表示。
赵锡军指出，此次会议的亮点不少，第一是改革更具全面性，与之前三中全会多聚焦某一方面改革相比，此次会议涉及经济、政治、社会、文化、生态等全方位的改革；第二是更加注重制度建设，强调制度创新，其中，全面深化改革领导小组的成立将成为改革的“司令部”，体现了中央对推进改革的高度重视；第三是更加注重市场化，此前“使市场在资源配置中起基础性作用”的表述改为“使市场在资源配置中起决定性作用”，说明市场化将成为改革的基调；第四是设立了明确的时间表，“到2020年在重要领域和关键环节改革上取得决定性成果”，体现了中央推进改革的强烈决心。
落实改革新蓝图亟待具体措施
十八届三中全会闭幕，改革新蓝图已经绘就，如何在新的历史起点上落实好新蓝图，打赢中国改革的“攻坚战”，各界期待更加具体细化的改革措施出台。
银河证券首席经济学家左晓蕾指出，昨天公布的是三中全会新闻公报，相信过几天将公布的《中共中央关于全面深化改革若干重大问题的决定》会更加具体，因此，需要等待细化的时间表和路线图。
“十八届三中全会确定的是方向，具体的措施更为关键。”首创证券研究所副所长王剑辉指出，第一批推出的政策会确定今后改革的次序，到明年两会之前，可能是重要政策制定的高峰期，一些更有针对性的改革措施可能会出台。此外，年底的中央经济工作会议将对明年的工作作出安排，相信会连带推出一些局部性的改革措施，值得期待。
“改革不落实则没有意义。”赵锡军指出，目前中国的改革已经已进入攻坚期和深水区，面临着重重阻力，要拆解缩小收入差距、打破垄断、户籍制度改革、土地制度改革诸多“硬骨头”，必须用巨大的勇气和决心，制定出台更加具体合理的改革措施和明确的时间表。
分析指出，改革需要设计还更需要执行；有了思路还更要有具体的操作要求。如今改革蓝图已经绘就，如何化蓝图为现实，既考验中国执政当局，更需求中国全体民众的共同参与。

Well, maybe not completely mirrored, because the balance of power in this virtual world looks a bit different than in real life. In E-Sim, USA does not have to be a world superpower, It can be efficiently managed as a much smaller country that has entrepreneurial citizens that support it's foundation. Everything depends on the players themselves and how they decide to shape the political map of the game.

Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.
You can go bankrupt or become a rich man while playing the stock market.
The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
